
Culver City is making plans to reshape the Fox Hills neighborhood. The city wants to turn it into a more walkable, mixed-use area with better access to public transit. This long-term plan, called the Fox Hills Specific Plan, could be in full swing next year. If it moves forward, the changes would be well underway by the time the Olympics come to Los Angeles in 2028.
What Is the Fox Hills Specific Plan?
In a nutshell, it’s a roadmap to guide the future of Fox Hills targeting a Spring 2026 kickoff. The neighborhood is currently known for its suburban office parks and large surface parking lots. The city wants to reimagine the area. They want it to become a walkable, mixed-use neighborhood with better transit access, housing, and public spaces. This effort is part of Culver City’s broader General Plan 2045. It puts a big emphasis on community involvement. Phase 1 – Kickoff, Priorities, and Initial Concepts (ending Spring 2025)
The Specific Plan process includes several phases. The current one is about visioning and community priorities. This phase focuses on documenting existing conditions, reviewing city policies, and stakeholder input. A community survey already identified priorities. In other words, this phase is close to wrapping up. While the online survey has ended, residents still have time to comment in the virtual open house.Phase 2 – Preferred Concepts Public Workshop (Summer 2025)
The next major part of this project will be at a public workshop in July. The project team will use the feedback they received along with studies to create a vision and neighborhood framework plan. This will include guiding principles, opportunity area concepts, possible public realm enhancements, infrastructure considerations, and ideas for Fox Hills community benefits. Input from the workshop will inform the overall vision and selection of preferred concepts and policies for the neighborhood.Phase 3 – Refine and Review (Fall 2025 – Winter 2026)
Next, the project team will prepare early development standards, policies, and public space improvements. These initial concepts will be unveiled at a community pop-up event and made available online so residents can weigh in. In October and November 2025, the Planning Commission and City Council will hold study sessions to review the feedback. This will help shape the next version of the plan. After the environmental analysis, there will be a public open house in Winter 2026. The community will be able to view the Draft Plan. After that, the plan will go to the planning commission and city council.Phase 4 – Adopt (Spring 2026)
In this final phase, the environmental analysis will wrap up. The Specific Plan will be updated with any final feedback. Then, the Fox Hills Specific Plan will be considered for recommendation by the Planning Commission and adoption by the City Council in March/April.Concerns
One twist: Council discussion was partially on hold pending a Fair Political Practices Commission ruling on whether a Fox Hills-based council member can vote on the plan. At recent meetings, the City Council asked staff to explore:- Increasing allowable residential density and building height
- Updating parking strategies (more on-site, less street parking)
- Extending planning considerations to the Jefferson corridor
